Boulder Housing Partners is accepting proposals from Artists or teams of Artists who wish to be considered for permanent art installations at the upcoming 30 Pearl mixed use development at Boulder Junction.
The “30 Pearl” community will consist of 285 homes (120 affordable) at the 4.6-acre site at Boulder Junction, a 160-acre redevelopment area that is being transformed into a mixed-use, pedestrian-oriented neighborhood with regional transit connections and public spaces to benefit the greater community. The site will also include commercial and outdoor spaces. The site is centrally located adjacent to Boulder Transit Center/Boulder Junction, the new Google Boulder campus, various shopping centers and residences.
This project is a unique opportunity for the Artist(s) to develop a site specific work, alongside architects and developers that can be weaved in to the planning and development of the community, rather than approaching an already built environment.
Boulder Housing Partners has been the housing authority for the City of Boulder for over 50 years. BHP builds, owns, and manages quality affordable housing for low and moderate-income Boulder residents, and helps those residents pursue successful, productive, and dignified lives.
With this call for proposals Boulder Housing Partners is seeking artists or teams of artists to create an original artwork for two main sites in phase one of development (Site 1 and Site 2) Artists may apply for one or both sites. (Artists may only be selected for one site if applying for both.) Each site has potential for the artist(s) to modify/integrate additional elements of media, technology or designs to the proposed architectural plans, within the City’s form based code. These two sites are NOT suitable for stand alone sculptural work.
An important theme for this project is the concept of “inclusivity” and we wish for the artworks to reflect that idea. The artwork should also evoke a sense of place making, human engagement and relationships to the built environment, the sense of local community and a respect for diverse populations. The community will have exceptional “walkability” and the use of alternative modes of transport, by foot, bike, bus or other means is at high value in not only this community but the City of Boulder.
Boulder Housing Partners’ mission is to provide quality, affordable housing, inspire vibrant communities, and create the opportunity for change in people’s lives. We envision a diverse, inclusive and sustainable Boulder as a result of our efforts. Some of the residences at 30 Pearl will be designated for developmentally disabled adults and persons affected by homelessness. A portion of the homes will also be designated as affordable homes for purchase and rental apartments.
For "Phase One" of this project we are seeking public art proposals for two main sites that are exterior building wall locations. (These two sites are not suitable to three dimensional sculptural work.) Artist may apply for one or both sites.
Site A - Exterior facade of Building 2B west site is approximately 300 square feet. Elevation of four stories, exterior facade is proposed brick. The site faces west, towards 30th street and provides high visibility for commuting traffic.
Site D - Exterior facades of retaining walls on Building 2A East & 2B East, the site is approximately 840 square feet combined. Elevation is street level, material proposed is brick or concrete. The site faces east, and viewable at pedestrian level providing maximum human engagement and potential interaction.
Site A - Building 2B West Wall $10,000-$25,000
Site D - Building 2A East Wall $10,000 - $25,000
*The amount budgeted for an artist or team of artists is all inclusive for the commissioned art project, including design and development; art materials; fabrication; installation, insurance, travel expenses and five year maintenance plan.

All applications will be reviewed by a selection panel. The panel will include, one artist, one arts professional, one community member, an architectural representative, Boulder Housing Partners representative and a representative from the City of Boulder’s Office of Arts & Culture. The selection panel will choose up to 5 finalists for secondary review. This process is a request for proposals and no honorarium will be provided for semi-finalists.
Selected artist(s) for the commission will be required to work and collaborate with project architects at Coburn Architecture, Boulder Housing Project managers and City of Boulder planning board. The selected artist will enter in to a contract with Boulder Housing Partners. All artworks will be subject to final approval and permitting by the above entities.
This project is open to artists, regardless of race, color, creed, gender, gender variance, national origin, age, religion, marital status, political opinion or affiliation or mental or physical handicap. Artists working in any media are eligible to apply. Please keep in mind the site and budget restrictions when applying and designing your proposal.
